Looks like the Orange County Sheriff's Department has issued an Open Carry Training Bulletin. Looks to be a little more accepting of the OC movement than the past memos, though not everything is entirely correct or kosher, as usual.

These CA LEO attonryes apparently don't read case law - this latest memo implies one cannot OC unloaded handguns in vehicles and that one cannot carry loaded handguns in public places or on roads in unincorporated areas - this is incorrect as People v. Knight and its progeny has clearly established. In order for a road or public place of an unincorporated area to ban open loaded carry a local ordinance must ban shooting at this location.
